Dubuque County itself is almost as old as organized government west of the Mississippi. It was carved out in September 1834 by the legislature of Michigan Territory, back when its borders stretched all the way into present-day Minnesota and the Dakotas. The county passed through Wisconsin Territory in 1836 before landing in the brand-new Iowa Territory in 1838 — and the city of Dubuque itself, chartered in 1833, holds the distinction of being the first city in Iowa.
