Dubuque's love of a good day on the water goes back to the steamboat era. Steamboats were stopping at Dubuque as early as 1832, when Captain N. F. Webb brought the Tippecanoe upriver, and by 1878 an astonishing 3,139 steamboats passed through the city's drawbridge in a single year. The Northwestern Packet Company and North Western Union Packet Company both headquartered their operations in Dubuque during that mid-1800s boom, making the city one of the busiest ports on the Upper Mississippi long before pleasure boating became the pastime it is today.
