Dubuque genuinely earned a "nobody knows" reputation during Prohibition. Iowa had already gone dry statewide in 1918, ahead of the national ban that began January 17, 1919, but a 1925 Anti-Saloon League report bluntly called Dubuque a "bootleggers paradise," claiming roughly 1,000 bootleggers operated in the city and that more moonshine stills existed in the surrounding countryside than anywhere else in the country, including Kentucky. Speakeasies ran openly - the biggest was on University Avenue - while residents got creative hiding their homemade brew, using floor holes and rooftop belvedere signaling systems to stay a step ahead, until Prohibition finally ended on December 5, 1933.
