Dubuque's public pool days go back to the Depression, when the Works Progress Administration built the city a 75-by-225-foot swimming pool at Rafferty Slough in 1937. It cost the city $17,000, put 61 local laborers to work, and was celebrated at its dedication with diving exhibitions, swimming demonstrations, and a cross-pool race, becoming the largest and most expensive of Iowa's many WPA-built public pools of that era. Simple, affordable concession-stand fare like fried bread, jelly, and a cup of ice water was the classic refreshment at pools like it - cheap, filling treats for a hot summer day at the local swimming hole.
