Stephen P. Hempstead lived a genuinely remarkable life before Dubuque named a high school after him. Born in Connecticut in 1812, he fought in the Black Hawk War, studied law, and became Dubuque's very first practicing lawyer in 1836. As Iowa's second governor from 1850 to 1854, he championed rapid settlement that helped create 52 new counties, twice vetoed attempts to loosen banking laws, and later served the city as county judge and auditor for decades. He even personally commissioned architect John F. Rague to design Dubuque's City Hall - a building that still stands downtown today.
