Long before it was Miller Riverview Park, this stretch of riverfront on Chaplain Schmitt Island was known as Camp 17, a cluster of leased cottage lots along a dirt road running from Eagle Point Park down to the river. One local account holds that the numbered lots ran up to cottage number 17, whose owner spray-painted "Camp 17" on the building near the wing dam so it could be spotted from passing boats. The Dubuque County Conservation Society opened the 20-acre campground in 1986, and it was officially renamed Miller Riverview Park in 1994 to honor longtime caretakers Jack and Mary Miller.
